Xue Hongyan, director of the Suning Financial Research Institute, the research arm of one of China's largest fintech service providers, said considering the definition of "systemically important" services and the market size of all fintech businesses, third-party payment services and P2P lenders are most likely to become the first to be regulated under the MPA framework.
"The PBOC move … is actually a good sign for the fintech market because regulation indicates recognition of importance, and MPA, a mid-to long-term regulation framework, indicates that short-term risks are well handled," said Xue.
BEIJING — China will explore methods to include large internet financial businesses of systemic importance in its macro prudential assessment (MPA), said a central bank report issued late Friday.
Since the beginning of this year, the central bank has placed financial market practices under MPA for strict control of liquidity risks and maturity mismatch risks.
The view was echoed by Ming Ming, a senior analyst with CITIC Securities, who said that June traditionally features a tightening of financial conditions, while the macro prudential assessment (MPA) has added pressure to market liquidity.
The People's Bank of China (PBOC), the central bank, has adopted the MPA, a formal evaluation covering loans and other assets including investment on bonds and equities, and assigned a score to each bank based on parameters such as asset quality, capital adequacy, proportion of liquid assets and funding stability, in its battle to stem financial risk.
China has been improving the Macro Prudential Assessment (MPA) mechanism to guard against systemic financial risks since 2009 and has become one of the leading countries in this field, Chen said.
"The tightening of financial conditions in March was likely driven by the quarter-end MPA, but it may have also resulted from a more prudent monetary policy stance and further policy efforts toward financial deleveraging," the report noted.
