Referring to the US Department of Commerce announcement on Monday it will move forward with an anti-dumping circumvention investigation of solar cells from Malaysia, Thailand, Cambodia and Vietnam, the commerce ministry official said this decision has been widely opposed by the photovoltaic industry in the US.

The American Solar Manufacturers Against Chinese Circumvention said in filings with the US Department of Commerce on Aug 16 that certain Chinese companies have been shifting production to Malaysia, Thailand and Vietnam and shipping components from China to be assembled into solar cells and panels at factories in these nations to avoid existing US duties on solar cells and panels made in China.

"In April 2018, the People's Bank of China and three other financial regulators issued the guidance on the asset management business of financial institutions to address problems like regulatory arbitrage, multi-level nesting of WMPs, rigid payments, and circumvention of financial regulations.
