Industry insiders said the move is part of China's broader efforts to relieve environmental pollution and reduce its dependency on imported petroleum as methanol, a clean fuel that can be made from abundant coal resources in China, is widely seen as an ideal alternative energy.
The guideline pointed out as well that related authorities are considering involving methanol vehicles in the dual-credit policy, a policy requiring carmakers in China to produce a certain number of new energy vehicles to gain credits.
"With the coming of the top-level decision, methanol vehicles are able to hit the road finally after five-year of tests and trials.
It will help methanol vehicles to develop in a sustainable and scientific manner," said Jia Xinguang, executive director of the China Automobile Dealers Association.
From 2012 to 2017, the ministry has held trials of methanol vehicles in 10 cities across the country.
In Southwest China's Guizhou province, for instance, more than 5,000 methanol-fueled taxis and 13 methanol filling stations have been put into trial operation.
Gregory Doran, CEO of The Methanol Institute, pointed out that leading Chinese players have already mastered key technologies in developing and producing methanol vehicles and China can be a "teacher" globally in promoting methanol vehicles.
A case in point is that Zhejiang Geely Holding Group has been striving to independently develop methanol vehicles for more than 10 years.
As the first automaker in China to engage in M100 methanol research, it has invested a total of $45.5 million in Iceland's Carbon Recycling International Inc, which is known as the world leader in methanol technology.
"Currently in China, a large group of people and companies still lack objective perception toward methanol vehicles.
China's methanol output totaled 43.14 million tons in the January- November period last year, MIIT data showed.
The guidelines call for increased efforts to put the vehicles into use, and encourage automakers to develop passenger cars, vehicles for commercial use, and machinery trucks fueled by methanol.
"The guidelines mark another step forward in the commercialization of methanol vehicles," said Wei Anli, secretary-general of the group responsible for methanol vehicle trials under MIIT.
China already leads the world in both scale and technology in methanol vehicles, and related tests and trials have already been carried out, Wei said.
Methanol should be promoted at a national level and access to methanol vehicles should be improved.
The chairman of leading Chinese auto maker Zhejiang Geely Holding Group called for more efforts to promote the use of vehicles powered by methanol, a promising alternative fuel that is widely regarded as renewable and clean.
Li Shufu, founder of Geely and also a deputy to the 13th National People's Congress, said methanol is a clean burning fuel.
It can be made from coal or biomass resources that are extensive in China, which makes methanol an ideal replacement of gasoline for the country.
Methanol should be promoted at a national level as a clean, renewable energy source, and access to methanol vehicles should be improved, Li said.
Li's enthusiasm for methanol-fueled vehicles comes as China is conducting trials of methanol vehicles in a number of cities, including Guiyang, capital of Guizhou province, and Shanghai.
Wei Anli, secretary-general of the group responsible for the country's methanol vehicle trial work under the Ministry of Industry and Information Technology, said leading Chinese players have already mastered key technologies in developing and producing methanol vehicles.
He Guangyuan, then minister of the former Machinery Industry Ministry of China, said once commercialized and well-utilized, methanol can play a part in protecting China's energy security.
Promoting methanol fuel as an alternative can help reduce such dependency," He said.
Geely is already making progress in developing methanol vehicles.
It has invested $45.5 million in Iceland's Carbon Recycling International Inc, which is known as the world leader in methanol technology.
It will also accelerate the deployment of its technology in China and Europe, and facilitate the development of methanol fuel cars, according to CRI.
"China has gained new momentum in the commercialization of methanol vehicles and already leads the world in both scale and technology," said Wei Anli, secretary-general of the group responsible for the country's methanol vehicle trial work under the Ministry of Industry and Information Technology.
"The country has already mastered mature technologies in developing and producing methanol vehicles, and is also exploring new ways," added Wei, who is former deputy secretary-general of the China Internal Combustion Engine Industry Association.
"Southwest China's Guizhou province has set a goal of launching 10,000 methanol vehicles by the end of this year, among which 7,000 will run in Guiyang, the provincial government told China Daily.
The Guizhou government said it will introduce fresh policies including subsidies that encourage government departments, taxi companies and driving schools to use methanol vehicles.
Currently, there are more than 5,000 methanol-fueled taxis in Guizhou, which account for 75 percent of the total methanol vehicles in the country.
The government has also established 13 methanol filling stations.
With these advantages, Guizhou has already surpassed other regions in China to become the pioneer in utilizing methanol vehicles.
"Like new energy vehicles, we will also offer preferential policies related to buying methanol vehicles, such as applying for licenses and loosening the odd-and-even plate driving ban rule," said a Guizhou government official, who did not disclose his name.
Local authorities also plan to build new stations that offer methanol filling.
