The four wealth management companies under Zhongzhi Enterprise Group have reported overdue payments related to their wealth management products or suspension of payment since July.

Evergrande Real Estate Group Ltd, a main arm of Evergrande, said in a statement late Tuesday that as of the end of September, its unpaid debts totaled approximately 280.83 billion yuan ($38.37 billion), with its overdue commercial bills standing at 206.08 billion yuan.

According to the meeting, provincial governments must take overall responsibility for clearing overdue payments in their respective regions and State-owned enterprises should take the lead in this regard.

The PBOC will introduce guidance regarding financial support for private enterprises, help local governments address overdue payments to businesses and expand the use of an instrument to support bond financing of private enterprises, Pan Gongsheng, governor of the central bank, said while addressing a symposium with private enterprises.

Overdue payments owed to enterprises will be addressed without delay, and the arbitrary levy and apportionment of charges resolutely prohibited.

Sustained efforts will be made in the special campaign against late or overdue payments.

At the end of June, overdue credit card loans dropped 2.8 billion yuan from the beginning of this year, and special-mention credit card loans — potentially weak credit card loans presenting an unwarranted credit risk — fell 3.7 billion yuan, Fang said.

"Although some short-term pain arising from overdue regulation that follows a prolonged period of unregulated growth is inevitable, there are ways of mitigating the policy overhang.

Tan Xiaohui, a lawyer at the Yingke Law Firm, told Beijing News that personal information such as names, the amount of debt owed and the length of time repayments are overdue, can be uploaded to the credit system, but that the credit agency doing so is not entitled to write whatever they wish.

EY's Partner of Financial Services Steven Xu said that the overdue loan ratio of listed banks decreased as they stepped up efforts in the disposal of NPLs and implemented the regulatory policies related to the fight against the pandemic.

For example, overdue loans and advances to customers accounted for 1.09 percent of the total for 2020, falling from 1.15 percent by the end of 2019.

The balance of loans overdue for more than 60 days accounted for 80.46 percent of the balance of nonperforming loans, falling by 3.9 percentage points from a year earlier.

The one-month overdue ratio for its credit card loans, mortgage loans and small business loans largely increased in February from a year earlier, said Tian Huiyu, CMB president.

He said that the bank's overdue loans may increase in the first half of this year.

Jin Yanmin, chief risk officer at China Construction Bank Corp, estimated that the bank's ratio of overdue loans to total loans will remain relatively stable but increase slightly for the whole of this year.

A China Construction Bank Corp senior executive estimated that the bank's ratio of overdue loans to total loans will remain relatively stable but increase slightly for the full year 2020 because of the novel coronavirus outbreak.

He estimated the bank's overdue loans will increase in the first quarter and the first half of this year.

Nonperforming asset management companies could help SMEs get through tough times by defusing the bad assets through various measures, including debt restructuring, debt financing and investing in equity assets, said Yang Jin, a senior analyst with banklawcn, a WeChat official account registered by Shanghai Faxun Financial Information Service Co. Financial regulators have encouraged banks to temporarily exempt medical and government staff participating in the control of the novel coronavirus outbreak and those who temporarily lost their sources of income from being included in the list of default clients, if their payments on personal loans or credit cards are overdue because of the epidemic.

The ratio of special mention loans to total loans rose by 17 basis points month-on-month, mainly because overdue personal housing loans and credit card payments were temporarily classified as special mention loans due to the epidemic, the regulator said.

For the enterprises that cannot repay loans temporarily due to the pandemic, the Agricultural Bank of China, one of the five largest State-owned commercial banks, will not charge any penalty interest on overdue loans or lower credit ratings of relevant companies.

During this period, the businesses will not be charged any penalty interest on overdue loans and their credit report will not be affected negatively.

It also allowed banks to set a grace period during which these firms will not be charged compound interest or penalties on loans that are overdue.

Under the instruction of the regulator, all these products had been redeemed by the end of January this year, with not a single default or overdue.

The China Banking and Insurance Regulatory Commission has instructed banks and insurers to take multiple measures, such as cutting lending rates for small businesses by 0.5 percentage point from last year and waiving extra interest charges on overdue loans, to help micro－and small-sized enterprises get through temporary difficulties caused by the novel coronavirus pneumonia.

As of the end of the second quarter, outstanding credit card loans overdue for six months increased by 5.19 percent quarter-on-quarter to 83.88 billion yuan ($11.86 billion), according to the People's Bank of China, the country's central bank.

Besides basic personal information and bank loan records, the system includes mobile phone usage, online shopping, credit records from internet-based lending platforms, legal disputes, traffic violations, and overdue notices of water, electricity and other public supply fees.

The most common reasons for small business owners failing to repay loans on time are moral hazard such as gambling, unsalable products due to market changes, and acting as guarantor for a friend or relative's now overdue loan, said Mu Yuehong, client manager at Bank of Taizhou Co Ltd. Mu, 41, joined Bank of Taizhou, a city commercial bank that specializes in making loans to micro and small enterprises, in 2003.

China's banking and insurance regulators at the local level are encouraging banks to count loans overdue by 60 days or more as nonperforming loans, with the aim of better disclosing the risk situation of the banking sector and urging banks to further improve asset quality.

Some regulatory authorities at the local level have requested banks to recognize loans overdue by 60 days or more as non-performing loans, which is not yet a formal regulatory requirement, reported the Beijing-based China Securities Journal.

Currently, the China Banking and Insurance Regulatory Commission requires banks to include loans overdue by 90 days or more in NPLs.

Although not ruling out the possibility for the pilot program to be launched nationwide, Xiong said the regulator will consider the policy impact by calculating the amount of loans overdue between 60 days and 90 days, to estimate how much the policy will affect banks' non-performing loan ratios and the coverage ratios of allowance for loan impairment losses to NPLs.

The difference between overdue loans and non-performing loans dropped by 46 percent, substantially relieving the pressure of deterioration on asset quality.

The increase was generated in part by more stringent criteria for recognition of non-performing loans, as the group proactively included loans overdue for 90 days and more in NPLs, said Hu Gang, vice-president of the bank.

As a result, loans overdue for 90 days and more took up 92.41 percent of the group's total non-performing loans as of the end of last year, declining by 16.97 percentage points year-on-year.

Further, credit card loans that were more than six months overdue hit 78.86 billion yuan at the end of last year, accounting for 1.16 percent of the total outstanding credit loans.

Criminals then fake a bank statement and accuse the victims of breaching the contract, asking for a repayment immediately with very high interest if the repayment is overdue.

The fall in residential property prices in August — the first such downturn in 27 months — is widely seen an indication of the onset of the long overdue market down cycle that could last five or more years, based on past experience.

The scissors difference between overdue loans and non-performing loans fell by 39.1 percent to 39.6 billion yuan in the first half.

For instance, in accordance with the regulator's requirement, Guiyang Rural Commercial Bank included most of its loans overdue for more than 90 days under NPLs last year, raising its NPL ratio by 15.41 percentage points, said a report from China Chengxin International Credit Rating Co Ltd. As for risks of the whole rural commercial banking sector, official data showed the NPL ratio moderately rose by 0.1 percentage point to 3.26 percent in the first quarter.

Among them, 155 platforms issued statements on overdue loans or suspension of payments, according to the data from p2p001.

Pass loans are those that are in good shape; special mention loans are overdue loans, but the banks don't see them as impaired, while the other three categories are collectively referred to as NPLs that are subject to impairment of varying degrees.

The rapid growth of private lending has given rise to illegal financial activities including private lending based on illegal fund-raising, violent collection of overdue loans and offering usurious loans to students.

New requirements will vary from bank to bank, depending on the ratio of NPLs to loans overdue for more than 90 days, NPL write-offs or disposals relative to new NPL formation, and capital adequacy levels.

The overdue loan ratio was 2.01 percent, down by 64 basis points.

The disparity between overdue loans and nonperforming loans was 65.1 billion yuan ($10.4 billion), dropping by 69.2 billion yuan.

While dramatic in the short term, today's price action is a healthy correction which is overdue," said Brendan Ahern, chief investment officer of the US Krane Funds Advisors.

"Just like revamp and update are long overdue in many aspects of the city's traditional financial industry, the retail payment system in Hong Kong has remained almost unchanged since the Octopus card was introduced some 20 years ago," said Witman Hung Wai-man, managing director of Qianhai International Liaison Services Ltd and president of Hong Kong Internet Professional Association.

About 68 percent of Chinese companies experienced overdue payments in 2016, down from the average of 80 percent over the previous five years, according to a survey on China corporate payments by global credit insurance company Coface.

Construction remained China's most at-risk sector in 2016 with 45.9 percent of companies reporting 2 percent or more of their turnover as being overdue for an ultra-long period of time.
