The report, namely Embracing the New Paradigm of Carbon-Neutral Development, was written by a team of authors led by Zhu Min, vice-chairman of China Center for International Economic Exchanges, and Nicholas Stern, chair of the Grantham Research Institute, at the London School of Economics and Political Science.

Going by the experience and outcomes of the first five editions of the CIIE, the expo has acquired added significance this year as many believe the event can sharpen the edge of China's dual-circulation paradigm, a new pattern of development that focuses on the domestic economy but also stresses a positive interplay between domestic and international economic flows.

Speaking at a news conference in Beijing, Shen said these moves will greatly contribute to the growth of China's dual-circulation development paradigm, which takes the domestic market as the mainstay while letting domestic and foreign markets reinforce each other.

For example, Shanghai is focusing on optimizing the business environment, Guangdong holds high-quality development as a top priority, Zhejiang will build the province into a high-level innovative hub, while Hubei will become a pilot area for a new development paradigm.
